The Sensing Gap
The Organizational
Sensing Gap.
Most organizations have a strategy problem. It starts with sensing. The signals that would change decisions exist. The infrastructure to hear them, interpret them, and act on them does not.
Its defining characteristic is that it is invisible from inside the organization. You don't see what you're not seeing. You feel the drag. The outcomes aren't matching the plans. But you can't point to where the translation breaks down.
Organizations invest heavily in control systems. Dashboards. KPIs. Quarterly reviews. Competitive analysis. These controls are essential, but they are backward-looking by design. They measure what has already happened. What most organizations lack are feedback mechanisms — infrastructure that detects, translates, and activates signals about what is about to change. Most organizations have plenty of data. Almost all of it answers yesterday's questions.
The gap persists because it is structural, not accidental. The translation problem between ground-level behavioral observation and executive decision-making requires infrastructure, not effort. Organizations with mature foresight capability achieve 33% higher market capitalization growth. The cost of the sensing gap is measurable. The diagnostic that follows makes it visible.

Diagnostic Questions
Behavioral Recall
The Design Principle
Behavioral recall, not self-assessment.
Every question asks about a specific recent event or observable organizational pattern. Not "rate your capability on a scale of 1-5." Instead: "Think about your most recent strategic decision. Before that decision was made, had anyone observed how customers actually behave in the context that decision would affect?" The diagnostic surfaces what your organization does, not what it believes about itself.
The Scholarly Foundation
23 peer-reviewed frameworks. 40 years of evidence.
Every question traces to specific scholarship: Boyd's OODA Loop, Kolko's Sensemaking & Framing, Annie Duke's decision quality framework, Dewar's Assumption-Based Planning, the Oxford Scenario Planning Approach, Compo's Emergent Strategy, PESTEL analysis, and 16 additional peer-reviewed methodologies. This is not a survey. It is a diagnostic instrument grounded in the field.

Q21
Three questions from the diagnostic. Each sits at a specific Capability × Infrastructure intersection. Each asks about observable behavior, not opinion.
C2 · InterpretI7 · Culture & DoctrineQ06 — Disconfirming Evidence Tolerance▶
When research or analysis produces a finding that directly contradicts what leadership believes to be true about your market, customers, or competitive position, what typically happens? Does the finding get presented with the same weight and attention as confirming evidence, or does it face additional scrutiny, get reframed to soften the contradiction, or get quietly deprioritized?
Always — Equal Weight
Sometimes
Never — Faces Barriers
C5 · FormulateI2 · Process & MethodsQ13 — Strategy as Hypothesis▶
Is your current strategic plan structured as a set of testable hypotheses — statements that say "we believe X, and we will know we are right or wrong when we observe Y" — or is it structured as a set of goals with execution milestones?
Always — Hypotheses
Sometimes
Never — Goals Only
C7 · Learn & AdaptI4 · Metrics & IncentivesQ19 — Learning vs. Failure Distinction▶
Does your performance measurement system distinguish between an initiative that was cancelled because the hypothesis was disproven — meaning the organization learned something valuable — and an initiative that failed due to poor execution? Are teams penalized equally for both, or is learning-from-disproven-hypotheses treated as a legitimate positive outcome?
Always — Distinguished
Sometimes
Never — All Failure Equal

The ForesightOps Maturity Model
Five levels of organizational foresight capability. The diagnostic produces scores that map directly to this model — revealing both where your organization is and what advancement requires.
1
Assumption-Dependent
0–20% · Reactive
Planning draws entirely from internal experience and historical data. The organization cannot distinguish what it knows from what it believes. The most common organizational state — and the least visible.
2
Episodic Intelligence
21–40% · Intermittent
Periodic research — surveys, occasional focus groups, consultant-led scans. Insights arrive as deliverables that have a lifecycle. Decision quality reverts as the deliverable ages.
3
Structured Sensing
41–60% · Systematic
Defined research cadence, trained practitioners, process for translating findings into strategic input. Research is no longer purely project-based. The organization can identify load-bearing assumptions.
4
Continuous Foresight
61–80% · Integrated
Fully operational foresight infrastructure: trained community researchers, bias-aware synthesis, continuously refreshed scenarios. Strategic commitments are tested against multiple plausible futures before they are made.
5
Generative Intelligence
81–100% · Category-Defining
The organization detects directional change before it becomes visible in conventional indicators. It is a Trend Receiver — a node where emerging futures become legible. Other organizations orient to it as an intelligence source.
